The following question was posed to Sheikh Sulayman al-Ruhayli, a professor at University of al-Madinah and teacher in al-Masjid al-Nabawi, during one of his lessons:
Question: Which is better, memorizing the Qur’an or reciting it with contemplation?
Response: Firstly, my brothers, we should not place different virtuous things in competition with one another. Rather, we should make an effort to engage in the different virtuous actions to the extent of our abilities. So we should make an effort to memorize and to recite with contemplation.
This issue is only mentioned by the scholars of fiqh only when it comes to Ramadan, as that is a limited span of time. During Ramadan, is it better for a person to memorize, or is it better for him to read with contemplation and pacing, or is it better for him to simply read it so that he can maximize his amount of reading and complete a number of full readings of the Qur’an during Ramadan?
